California’s Political Reform Act of 1974 (“the Act”) (Gov. Code §§81000, et seq.) is based on the premise that public employees should perform their duties in an impartial manner, free from bias caused by their own financial interest. The Act requires all state agencies to adopt and promulgate a Conflict of Interest Code (“the Code”). As a state agency, the University of California is subject to the Act’s requirements. In compliance with the Act, the University adopted a Conflict of Interest Code (“University Code”) with an effective date of April 1, 1980. The University’s Code is updated annually, and the University’s designated officials’ Statements of Economic Interests (“Form 700”) are filed in accordance with the current University Code.
